NEW SANITARY LANDFILL OF MUNICIPALITY OF SERRES, PREFECTURE OF SERRES – PHASE B: MANAGEMENT PLAN

ISSUE
The purpose of the project was the development of a rational solid waste management system for Prefecture of Serres in order to protect the environment and the public health, and particularly to:

• identify the sites in the broader region of Prefecture of Serres, that are tentatively suitable for the construction of a sanitary landfill
• evaluate and rank of the obtained sites in order to finally propose the most appropriate place
• identify the sites in the broader region of Prefecture of Serres for the construction of Refuse Transfer Stations (RTS)
• develop a Management Plan for recyclable materials

SOLUTION      
The project study consisted of the following chapters:

• Chapter 1, which included a general reference in the Solid Waste Management Plan of Prefecture of Serres with examination and documentation of the necessity of the project.
• Chapter 2, which included a recording of the environment of the broader region.
• Chapter 3, which presented data concerning the existing solid waste management field.
• Chapter 4, which included a detailed presentation of the criteria taken into account for the comparative assessment of selected sites.
• Chapter 5, which included a presentation and evaluation of the three sites that were chosen as suitable for waste disposal. These sites were:
• the area “Ereipia Neraidas” (appropriate location), located 3km northeast of Community of Palaiokastro, covering an area of 85 hectares. The construction of the sanitary landfill in this location ensures the safe disposal of solid waste for a period of 30.5 years and a potential expansion.
• the area “Mandres”, located 3.5km north of Community of Fea Petra, covering an area of 60 hectares. The construction of the sanitary landfill in this location ensures the safe disposal of solid waste for a period of 30.5 years and a potential expansion.
• the area “Adrachti”, located 2km north of Community of Palaiokastro, covering an area of 25 hectares. The construction of the sanitary landfill in this location ensures the safe disposal of solid waste for a period of 30.5 years and a potential expansion.
• Chapter 6, which included a description of the landfilling method and the supporting works and a presentation of the biodegradable waste management of the two (2) RTS serving the Municipalities of N.  Zichni and Nigrita, as well as the Recycling Center with capacity of 7.000tn/y within the area of the sanitary landfill.
• Chapter 7, which included the identification, evaluation and description of mitigating the environmental impact during the construction and operational phase of the sanitary landfill.
• Chapter 8, which included the evaluation method for the existing disposal sites and the proposed measures for their restoration.
• Chapter 9, which presented issues of financial and pricing policy as well as the description of the management bodies.
• Chapter 10, which included a presentation of the financial data of the investment and the operating costs of the projects.
• Chapter 11, which presented the implementation schedule of the Management Plan of Prefecture of Serres.

BENEFIT
The design of the project essentially solved the problem of solid waste management for the Prefecture of Serres.
