PRELIMINARY ENVIRONMENTAL IMPACT ASSESSMENT OF SANITARY LANDFILL FOR PREFECTURE OF SERRES

ISSUE
The purpose of the project was the submission of the preliminary environmental impact assessment study for obtaining a positive opinion on the approved project location of the sanitary landfill and the associated works for the safe disposal of solid waste for all the Communities of the Prefecture of Serres.

SOLUTION                                                                                  View of Sanitary Landfill
The project location is situated in the area “Ereipia Neraidas” 3km northeast of Community of Palaiokastro, covering an area of 85 hectares. The construction of the sanitary landfill in this location ensures the safe disposal of solid waste for a period of 30.5 years and a potential expansion. The total served population is 200.900 inhabitants per year.

Specifically the project included:

• construction and formation of a new refuse cell with capacity of 973.000m3 with:
• slope and bed formation works
• slope and bed lining works
• new leachate management works that include:
• leachate collection network located on the bed of the cell
• leachate treatment unit using the artificial wetlands method
• new biogas management works that include:
• vertical network for pumping biogas
• horizontal pipeline network for biogas conveyance
• biogas pumping and flare unit
• additional flood management works (e.g. surrounding stormwater channels)
• required mechanical and electrical equipment (e.g. pump stations, electrical equipment for the control building of the leachate treatment unit, perimetric lighting etc)
• construction – installation of additional infrastructure in place (outpost entry, weighbridge, fire belt, etc)
• implementation of environmental monitoring measures to control sedimentation by installing witnesses, and opening of wells for monitoring groundwater quality and biogas emission

The project identified all the exact deposit locations. In addition, the existing natural and human environmental condition was investigated. Further, information on the feasibility of the project was given, followed by a detailed technical description of the project.

Finally, the extent and magnitude of the environmental impact from the construction and operation of the project as well as the mitigation of the environmental impacts were described and alternative solutions were examined.
 
BENEFIT
The project was submitted to the responsible envrionmental public authority and received a positive opinion on the projects siting. The design of the project solved the problem of solid waste management for the Prefecture of Serres for the next 30 years.
