ENVIRONMENTAL IMPACT ASSESSMENT AND PREPARATION OF BID DOCUMENTS FOR THE RESTORATION OF THE EXISTING REFUSE DUMP SITE OF SERRES, MUNICIPALITY OF SERRES

ISSUE
The purpose of the project was the approval of the Environmental Permit for the restoration of the refuse dump site of Municipality of Serres as well as the preliminary design and the preparation of bid documents of the required works .

SOLUTION                                                                  View of Existing Refuse Dump Site
The existing refuse dump site of Municipality of Serres is located 1km northwest of the city and occupies a part of an oblong valley with direction North to South. The small torrent which flows into the valley ends up in the valley west of Serres. The refuse dump site occupies an area of 80.000m² and its deposits depth varies due to the morphology of the original terrain of the valley. According to the elevations of the original and the current terrain, as it has been developed after the continuous deposition of layers of refuse, it is estimated that the maximum deposits depth is 25m.
It is indicated that the long operation of the refuse dump site, with minimum protection measures of the natural environment, requires the promotion of an immediate and comprehensive response to the current situation.

The project included the following works:

• construction of leachate management works
• construction of biogas management works
• reconstruction of the final surface by using final layers and vegetation of the area

In the current study, the exact locations for the construction of the works were identified and the existing condition of the natural and human environment was examined. Additionally, the feasibility of the works was demonstrated and a technical description of the works was performed.

Finally, the environmental impact for the construction and operation of the works was described and the mitigation actions during the construction and operation phases were provided. In addition, the alternative solutions for the construction of the works were examined.

BENEFIT
The design of the project solved the pollution problem of the natural environment from the long operation of the refuse dump site of Municipality of Serres.
