ISSUE
The purpose of the study was the development of the solid waste management plan for solving the problem of solid waste management in Serres Prefecture.
SOLUTION
The study addressed the following issues:
• Division of the Prefecture in Solid Waste Management Units, namely:
- 1st Management Unit, which includes the Municipalities of Emmanuel Pappas, Strymonas, Nea Zixni, Alistrati, Kormista, Rodolivos, Amfipoli and Proti. The served population is estimated about 45.000 inhabitants. The proposed landfill area is located at the boundaries of Municipality of Nea Zixni in Scintilla region.
- 2nd Management Unit, which includes the Municipalities of Serres and Lefkona and Communities Ano Vrontou and Oreini. The served population is estimated about 64.000 inhabitants. The proposed landfill area is located at the 9th km of Serres-Xirotopos roadway.
- 3rd Management Unit, which includes the Municipalities of Visaltia, Skoutari, Strimoniko, Kato Mitrousis, Nigrita, Axinos and Tragialos. The served population is estimated about 42.000 inhabitants. The proposed landfill area is located at the boundaries of Municipality of Nea Zixni and Zevgolatio region.
- 4th Management Unit, which includes the Municipalities of Iraklia, Kerkini, Peritsio, Sidirokastro, Skotousa and Communities of Agistros, Axladohori and Promaxonas. The served population is estimated about 45.000 inhabitants. The proposed landfill area is located at the boundaries of Municipality of Sidirokastro and Community of Arkaloxori in Metalas region.
• Establishment of Solid Waste Management Bodies
• Design of solid waste management that is environmentally sound
• Design of appropriate methods for waste collection and transfer with the least possible financial constraints for the citizens
• Comparative evaluation of the available solid waste treatment and disposal technologies based on the specific characteristics of the region
• Selection and design of suitable solid waste treatment and disposal sites with the minimum environmental impacts-definitive cessation of uncontrolled waste disposal
The study included the following:
• General reference in the Solid Waste Management Framework of Prefecture of Serres and documentation of the necessity of the project
• Recording of the environmental condition in the broader region
• Presentation of data concerning the existing solid waste management in the region
• Recording of the institutional framework
• Analytical description of the solid waste treatment and disposal method
• Presentation of the recycling methods
• Presentation of the Solid Waste Management Units of the Prefecture and presentation of the suitable locations for solid waste disposal
• Presentation of the evaluation method for the existing disposal sites and the proposed measures for their restoration
• Presentation of issues of the financial and pricing policy as well as the Solid Waste Management Bodies
• Presentation of the operation and maintenance costs of the works
• Presentation of the implementation schedule of the Solid Waste Management Plan of Prefecture of Serres

The study contributed to the maturation of the actions for the implementation of the solid waste management in Prefecture of Serres.
